FY 1944. On 9 Nov 43 JCS requested that the Maritime Commission construct 130 standard APAs and 30 standard AKAs for the Navy for completion as early in the fourth quarter of 1944 as practicable. On 6 Dec 43 the MC informed the Secretary of the Navy that 11 of the APAs would be C3s and the other 119 would be Victory ships built at four West Coast yards. On 10 Jan 44 the Auxiliary Vessels Board directed acquisition of the ships.
On 20 Mar 44 CominCh asked the approval of the JCS to divert six of these ships (initially to have been APA 151-156) for conversion by the Navy to hospital ships. On 22 May 44 the Auxiliary Vessels Board recorded that, as the result of conferences and discussions between the Navy, Army, and MC, an agreement had been reached that, instead of allocating the six Victory ships as hospital ships, that six ships of the C4-S-B2 type under construction at Sun would be made available to the Navy for conversion to hospital ships (AH 12-17). The MC informed JCS on 18 May 44 that, in accordance with this agreement, the hulls that would have been APA 181-186 would be built instead as merchant vessels of the VC2-S-AP3 design. On 22 May 44 the Auxiliary Vessels Board ratified this arrangement by recommending that the number of APAs to be acquired be reduced by six hulls.
The California Shipbuilding Corp., Wilmington, Cal., was initially to have built APA 117-150 (MCV 63-66), but it fell behind its production schedule and on 20 Jul 44 the Maritime Commission cancelled the last four ships there and reordered them as MCV 812-15 from Kaiser Co., Inc., Vancouver, Wash. Continuing production delays at Wilmington caused the Maritime Commission to decide in late August to have four of the APAs towed to the Moore Drydock Co., Oakland, Cal., soon after launching, and in early December 1944 it had five of the last six Wilmington APAs towed to Vancouver for completion.
On 26 Feb 45 the JCS asked that the MC construct some additional shipping to meet military requirements, including 12 APAs and three AKAs. These were to be similar to the ones in previous programs but with all known defects and deficiencies corrected and with provisions for certain new requirements resulting from operational experience. The Auxiliary Vessels Board on 15 Mar 45 directed acquisition of the ships. The APAs became APA 236-247. The Maritime Commission suspended MCV 864-871 (APA 240-247) along with MCV 876-884 (mercantile VC2-S-A3's) on 14 Aug 45 and cancelled their contract on 17 Aug 45; Navy cancellation of the APAs followed on 27 Aug 45. Some of these, including MCV 876, 877, and 866 (APA-242) had been laid down (on 2, 9, and 11 Aug 45 respectively), and these three were reinstated in the MC program on 6 Dec 45 for completion to the VC2-S1-AP7 design as ALCOA CAVALIER, ALCOA CLIPPER, and ALCOA CORSAIR.
APA 187-203 and 226-35, all at Kaiser, Vancouver, were ordered on 13 Dec 43 under the MC Military Program. The others were built under the MC's regular program.
The turbines fitted were Westinghouse in APA-117, 122, 124-25, 129, 131, 133, 141-45, 151-80, 204-31; Joshua-Hendy in APA-118-21, 123, 126-28, 130, 132, 134-40, 146-50, 232-47; and Allis-Chalmers in APA 187-203. APA 147-150 were to have been MCV 63-66 at California SB, but these hulls were cancelled and were reordered from Kaiser, Vancouver as MCV 812-15. Of the California SB ships, APA-125, 128, 132, and 136 were fitted out by Moore DD; APA-141 and 143-146 were outfitted by Kaiser, Vancouver. Of the Permanente #2 ships, APA-209, 211, 213, 215, 218, 220, and 222 were fitted out by Kaiser, Richmond #3.
APA-129 was not initially named ARLINGTON as sometimes reported: this name had been assigned to AP-174 on 31 Jan 44, well before 75 APAs including 127/146 less 129 were named on 27 May 44. SecNav had asked on 20 Apr 44 for an auxiliary to be named for the late Marvin McIntyre, and APA-129 was named for the former secretary to FDR on 19 Jun 44.
Postwar retentions may have been based in part on the presence of combat information centers and flag equipment in individual ships. CIC's were fitted in the later ships built by Oregon SB (starting with APA-163) and Kaiser Vancouver (APA-190 and higher), and BuShips on 5 Aug 44 directed that additional radios be fitted in the vessels that were to be flagships: APA-148, 152, 156, 160, 164, 168, 172, 176, 180, 188, 192, 196, 200, 204, 208, 212, 216, 220, 224, 228, and 232. The flagship fittings were minimal, consisting of a flag plot and a flag office but no additional accommodations. The actual outfitting of the ships may have varied substantially from these preliminary plans.
SHERBURNE (MCV-553, ex APA-205) was restored to the list on 16 Apr 69 for conversion to a range instrumentation ship, reacquired from MA on 22 Oct 69, renamed and reclassified RANGE SENTINEL (T-AGM-22) on 26 Apr 71, and placed in service with MSTS on 14 (or 21) Oct 71. See the
