Class Notes:
FY 1936 (AT 61-62, BuC&R maintenance funds), 1942 (AT 78-80), and 1943 (AT 166-67). These tugs were all built during and just after World War I by the Shipping Board to EFC Design 1035. This design was based on the mercantile W. B. KEENE, which had been built by Staten Island SB in 1913. The freeboard at full load was 2.7 feet. BAY SPRING (AT-60) was also an EFC Design 1035 tug and will be listed separately in the "on hand in 1922" portion of this work.

AT 61-62: On 21 or 31 Oct 21 the Coast Guard received from the Shipping Board five nearly new Design 1035 tugs which it named CAHOKIA (ex BAYSIDE, EFC hull 1352), TAMAROA (ex BARTOLME, EFC 1323), MASCOUTIN (ex PYLOS, EFC 2070), SAUKEE (ex VALLONIA, EFC 2065), and KICKAPOO (ex BALDRIDGE, EFC 1169). Of these the first four became surplus to the Coast Guard in 1935-36. The two on the West Coast, CAHOKIA and TAMAROA, were transferred to the Navy in 1936 while the two on the East Coast were sold into merchant service in 1936; they lasted until 1959 and 1948 respectively. The hull of AT-61 was built by Kyle & Purdy, City Island, N.Y., as subcontractor for Providence Engineering, which provided the engines. Although designated Ocean Tugs (AT) on 23 Jun 46 they were not fitted out for extended service at sea and were changed to Harbor Tugs (YT) effective 1 Jan 38.

AT 78-80: On 12 Jun 41 SecNav directed the acquisition of three Design 1035 tugs, BASCOBEL, BARWICK, and KEVIN MORAN (ex BALLENAS). In response the Maritime Commission informed the Navy in late June that they had requisitioned the three ocean going tugs and would deliver the first two at New York about 10 Jul 41 and the other later. On 14 Jun 41 the Bureau of Navigation proposed Navy names for the tugs, which were soon approved. On 2 Jul 41 CNO asked BuShips to arrange with the MC to acquire the three tugs by purchase using funds available in the 550,000 ton auxiliary authorization. In the same letter CNO authorized the Commandant, 3rd Naval District, to accept the tugs and directed him to place them in full commission, with the first two to be ready for sea by 14 Jul 41 after a rapid conversion that did not include armament. The acquisition of all three was cancelled, however, on 9 Jul 41 and the first two were transferred to the U.K. under Lend Lease a few days later. KEVIN MORAN remained with the Moran Towing Co. and went to the Army in 1942.

AT 166: The Design 1035 tug BARRYTON probably served along the East Coast until she caught fire and was badly burned in the early 1930s in the New York area. She became the subject of much litigation, during which she lay in a half sunken condition until about 1939 or 1940. The tug was then purchased by the Ira Bushey & Son Co. who restored her to service with new Fairbanks Morse diesel electric drive that produced 1,400 HP and 12.5 kts. max. In 1942 she was purchased by the Moran Towing Co., renamed THOMAS E. MORAN, and employed along the Atlantic Coast. On 7 Sep 43 the District Craft Development Board recommended that the ocean-going tug THOMAS E. MORAN be acquired by purchase and manned by the Navy for use in the South Pacific area. She was acquired at New Orleans and underwent a limited conversion by the Boland Machine Co. there. She arrived at Brisbane, Australia on 19 Jan 44 and served the rest of the war in the Southwest Pacific, returning to San Francisco on 24 Dec 45.

AT-167: On 15 Oct 43 the DCDB reported that it had been advised by the War Shipping Administration that the sea-going tug BUTTERCUP, then in San Francisco, was available for acquisition by the Navy. In view of the urgent need for tugs in the Pacific to meet towing requirements the Board recommended that the BUTTERCUP be acquired on bareboat charter and manned by the Navy for assignment to the 12th Naval District. She retained her original steam machinery, and her only conversion work consisted of the installation of radio equipment. She was in service in the San Francisco area from 3 Nov 43 to 9 Feb 45, after which she was transferred to the USSR on Lend Lease. The Soviets lost her in August 1947.
